ZATCA phase 2 e-invoicing for hotels
ZATCA phase 2 is the integration phase of Saudi e-invoicing: each invoice is sent to ZATCA, signed. iHotel issues the invoice at checkout and sends it in the background, and it passes the full onboarding path in ZATCA’s sandbox. Going live needs the hotel’s commercial registration, VAT number and a one-time code from Fatoora. Part of Saudi hotel compliance.

What the invoice carries
- The required e-invoice format, with a cryptographic stamp and signature.
- Each invoice chained to the one before it, so no invoice can drop out of the sequence.
- A QR code printed on the invoice.
- Credit and debit notes, and partial or full refunds by credit note.
Checkout never waits on ZATCA
The invoice is sent in the background, so reception never waits for ZATCA to finish a checkout. Consumer invoices are reported and business invoices are cleared, as ZATCA requires.
One certificate per invoicing device
ZATCA licenses an invoicing device, not a hotel. So each device has its own unit, counter and certificate, and the invoice number is its own counter that never goes backwards. Once live, the environment and the key are frozen, because changing either invalidates the certificate.
What the hotel needs to go live
Its commercial registration, VAT number, and the one-time activation code issued by Fatoora. Before that, a test against ZATCA’s sandbox can run that records nothing and uses no activation code, and it can be repeated in front of you.

Is iHotel ZATCA certified?
It passes the full onboarding path in ZATCA’s sandbox. Going live happens on your property, with your commercial registration, VAT number and Fatoora activation code.
Does sending the invoice slow down checkout?
No. The invoice is sent in the background, and checkout completes without waiting for ZATCA.
Can I issue a credit note?
Yes. Credit and debit notes are supported, and partial or full refunds are made by credit note.
Can the connection be tested before going live?
Yes. A test runs against ZATCA’s sandbox without recording anything and without using the activation code.
